Bulgaria is sort of the opposite. I see the garbage truck every morning on my way to work. I hold my nose as I slide by it. You can't simply walk by. The truck blocks city traffic for extended periods of time and no honking or cursing could make the workers move faster. Rather, they take their time, yell at impatient drivers, catcall pretty girls on their way to school and chitchat with old people walking their dogs in the morning. They also leave a trail of trash behind themselves as they move on with their day.
This sums up the American and the Bulgarian service systems so well, I thought this morning. In the States, that's precisely how things are done: people provide you with a service. It is their job, to make YOUR life easier, more comfortable and as enjoyable as possible. They don't rub it in your face and mostly do it throught the back door (literally, enter throught the back door). They simply do it. Garbage is taken out, streets are cleaned, stores are stocked and so on. Quality of service varies, of course, but that goes without saying. Most of the time, however, you do feel like you live in an Elf World, where tiny little helpers come out of their hiding at night, take care of business and let you kick back and enjoy it.
In Bulgaria, we like to do that kind of thing in the brightness of daylight where more people can witness the miracle that is your labor. Not only do we collect the garbage. We make an event out of it. Not only do we stock your restaurant. We bring the ingredients in plastic bags through the main entrance as you mix your wosabi with your soy sauce. Classy, no?
I really really really love the comfort of American living. I love the fact that things just somehow seem to be taken care of. But I get a huge kick of how in Bulgaria every little detail of your daily existence happens right before your eyes. You recognize not only the person who sells your paper. You recognize the person who brings your paper to the newsstand. You not only know your favorite bartender by name but you also know the name of the guy from the nextdoor grocery store who breaks your bartender's change. You enjoy good food, good drinks, good music but you also know exactly how all of the above comes to you and witness the labor that goes into all of it firsthand. And then, when you are not quite happy with the quality of the service you get, you can still tolerate it because you know that there's an actual person with an actual life and actual problems standing behind it.
Marx would have a field day if he were to come back from the grave and land in Bulgaria. Alienation has yet to come to our part of the world. :)

These things are perhaps all done behind the scenes in an American big city but life in the rural areas of America doesn't sound too different from Bulgaria. Everyone knows everyone else, and more of each others business than you'd believe. Not huge things, but the little ones that make the person behind the job more human, like the mailman's preference for a cold gin and tonic on a hot summer day.
And then, when you are not quite happy with the quality of the service you get, you can still tolerate it because you know that there's an actual person with an actual life and actual problems standing behind it.
With all due respect this is the lamest thing I've ever heard :( I've lived eight years in semi-rural America, and the fact, that just as John noted I knew the actual people backstage, did not degrade the quality of service a bit. Sure, people have problems and people have problems. I am just not thrilled by the idea that I might have to pay a society-imposed penalty for someone elses grief. Just because "this is how things are done here, you know". I think uncle Marx wouldn't be very happy about it either :)

I think your observation may have something to do with when you were waking up in Pennsylvania versus when you are waking up now in Bulgaria.
In the U.S., the garbage trucks start collecting very early in the morning, and if you get up early in the morning (and by early, I mean before 9 am), you'll see them, hear them, and have to avoid them.
of course, you are all right that the fact that i never saw it in the states has a lot more to do with my sleep schedule than anything else. i am also quite sure that things are different in rural parts of the country than in major metropolitan areas (state college, by the way, is considered a 'major metropolitan area'...go figure). my point was that, in general, the sort of thing that i'm talking about is done in much less obtrusive ways than it's done here in bulgaria.
and, |RABBIT|, i don't think that knowing your milkman gives him an excuse to sell you old milk, but in my experience, it does make you a bit more understanding if he screws up unintentionally.
I think it is funny that this post has produced such an indignant response from your American readers, especially because I initially had a bit of the same reaction upon reading it, like I wanted to say "We have garbage, too, and it stinks!" But I think you have a point. And, as mind-numbingly obvious as this sounds, there's really nothing wrong with pointing out that all places in the world really are not the same. The results of my totally unscientific observation:
32 years in U.S. - approximately 11 garbage trucks
18 hours in Sofia - no fewer than 5
You know, that's strange. Now that you mention it, I haven't seen a single garbage truck in the year I've been in State College. I used to see them all the time (and hear them, damn it, at 7 o'clock on Friday mornings when I was TRYING to sleep). I can't count how many times I was almost late for class or work because I got stuck behind a garbage truck on a narrow street. Plows and salt trucks and street cleaners, as well. I saw them all the time back home.
Very odd.
Of course, construction around here is definitely not done in the background where we wouldn't notice it. It's EVERYWHERE, and it's a giant nuisance.
Garbage collection in big-city America is pretty much socialism in action, isn't it? Maybe it does work reasonably well, given the bureaucracy involved. As a homeowner, you are charged a fee for the service, which is really a tax (because I don't think there's a choice other than to pay it or have your water supply turned off - that seems to be the system in my locale). You could personally take all your garbage to the landfill, but they would still charge you as if they were picking it up for you.
When you put the trash out, it has to be in a certain type of bag (no grocery bags, even if sturdier than the ones required), cardboard boxes broken down and stacked (not stuffed inside the one box you didn't break apart), tree limbs cut to a specific length and tied up (6 inches too long it will stay there), etc. If you complain when they refuse to pick something up because of the one-size-fits-all rules, you get an explanation, but if you have the nerve to politely disagree, don't expect an attitude of friendly customer service. They know there's little you can really do but accept their way - don't bother them with suggestions that their rules might not be right for all cases, and that the collector is probably smart enough to decide when to overrule.
This is socialism, I think, when the government takes your money to provide a service that gives you no real options, and is impersonally carried out such that everyone gets exactly the same treatment. If you don't have a lot of garbage compared to most people, and they don't pick up even that small amount sometimes, you still pay all the same. This is all pretty trivial, because it's not a lot of money involved, and you eventually comply with the rules even though you realize you're a house number to them instead of a person with a name. Maybe socialism works best in mundane aspects of life such as garbage collection, where there's rarely a reason for the average person to question or get too personally involved.
But, I'm not so sure how well it can work when government takes over something like healthcare - it's hard to picture government providing anything but a one-size-fits-all type of medical service. Maybe they'd do very well with the most common, easily treated conditions, but I'd hate to be those people with an illness that challenges the system a little. Given government's tendency of inability to deal with individuality, I would think even euthanasia could become a prominent "treatment" option. Or, maybe people who have socialized medicine do love it a lot. What would I know about it? I'm just sitting here trying to extend the writing of this long piece of s___ because, when finished, yard work awaits and the trimmings must be obediently prepared for trash collection tomorrow.
