Websites are supposed to be completely revamped every 3 or 4 years. Minor changes to websites should be implemented once every 3 months. How do you think your corporate identity will be affected?...
In my humble opinion, and please do correct me if I'm wrong, the above question is pretty stupid. Change your website once every 3 months?! Dude, do THAT and you will have a total of 100 visitors...A WEEK!!! The ICYGEN update rule might have been valid back in 1998 when people used to create static corporate presentation websites that never changed and then, quite understandably, just died. That, however, is clearly not the case in the era of Content Management Systems, blog-tools and the like.
Anyway. What I wanted to ask was your thoughts on the opposite phenomenon: websites that constantly change. And by change, I obviously mean changes different from adding new news-items, blog-entries, or client-profiles to your site. How do you feel you about that? How do you feel about people/corporations adding new sections or changing the structure of their website under the pre-text of 'developing their vision' or whatever.
I am aware that the most accurate answer to my question is It depends. Of course, there are different ways in which one could implement change. But, I still would like to know where you draw the line between 'work-in-progress' and simply 'never-getting-it-done'.

Well, as far as my personal site... one of the reasons I started blogging was because I figured if my content remained static, no one would return to my site. Granted my blog is no longer hosted on janekeeler.com, but my personal site and my blog link to each other, and whenever I update my personal site, it gets mentioned on the blog. As far as the designs of both the site and the blog, they both get revamped once or twice a year, simply because I get bored and that's fun to do. The content on the site is mostly static, although as I keep taking pictures, it gets updated whenever I get at least three new ones that I deem worthy....
As far as a business - update or die, baby.
Exactly.
If drawing visitors to your site is one of your goals, updating is a must. Quality too, of course, but that goes without saying.
Updating is different than revamping. What's most frustrating is to return to a familiar site and find that all of the familiar navigation is newly unfamiliar. Stability can be A Good Thing.
Petya underscores an important issue. You have to decide what you want the web site to accomplish before you can really figure out how important change for the sake of change is to you.

If ICYGEN employees really believe what they say, they should start following this very same rule. Their site has not been modified for ages. Same goes for their client http://www.btc-net.bg/
I didn't mean to pick at ICYGEN (ok, maybe a little). Come to think of it, the real issue I have with the "rule" they mentioned does not have that much to do with the frequency of website updates. It has more to do with the fact that one needs have serious reasons for changing the visual or business logic of a website. Coming up with such rules does a serious disservice to everyone as it has very little to do with the specific needs of particular clients, etc. etc.
